The health situation “justifies that we are neither inactive nor in panic”. This is how Emmanuel Macron began his television interview on Wednesday, October 14. While strong measures were expected in the face of the inexorable progression of the Covid-19 epidemic, the head of state chose to speak in order to be as educational as possible.

A curfew between 9 p.m. and 6 a.m. from October 17 will apply to the Île-de-France region and to eight metropolises: Grenoble, Lille, Lyon, Aix-Marseille, Montpellier, Rouen, Saint-Étienne and Toulouse.

“The curfew will last for four weeks and we will go to Parliament to extend it until December 1. Six weeks is the time that seems useful to us, “said the head of state in a television interview on TF1 and France2.

In practice, restaurants, bars, theaters and cinemas will therefore have to close at 9 p.m. “We won’t leave the restaurant after 9 pm. We will no longer go to friends’ houses to party, because we know that this is where we infect ourselves the most, ”said the head of state.

Violators face a fine of 135 euros – and up to 1,500 for repeat offenses. Exceptions will be made for people who work at night or who have a “good reason”.

During the day, however, daily life should not really change, even if Mr. Macron has advocated teleworking “two to three days a week” for those who can. “We will continue to work, our economy needs it, we need it, our children will continue to go to school,” he explained.

“The public transport offer” will be maintained, “and we have not decided to reduce travel between regions,” said Emmanuel Macron.

“You can go on vacation. (…) But if you go with your family, with grandparents, with members of your family who are fragile, it is imperative to respect the rules, that is to say even in the family, to put on masks if you have not just been tested “insisted the Head of State, inviting the French, everywhere in the country, to adopt a” rule of six “: limit the number of people to six people. gatherings of people not belonging to his household. “We try, when we invite friends, not to be more than 6 at the table”.

Recipients of RSA and APL will receive exceptional aid of 150 euros, and 100 euros per child, over the next six weeks, the head of state also announced. “I prefer this exceptional, massive aid, comparable to what we did in the spring, rather than a transformation of our social minima”, indicated the Head of State.

Teleworking will not be imposed: “If it is a national rule, (…) sometimes, we re-isolate people. (…) We need companies to function, they need to have presence at work, we need to have open public services, teachers in the classes “explained Emmanuel Macron before pleading for telework” negotiated “at branch level. “We will rather encourage people to do, for jobs where it is relevant, two to three days of telework per week”.
